Safeguards Information System for National REDD+ Strategy& Action Plan (June 2020)
Over the last nine years since the Cancun safeguards were agreed in December 2010, countries have been developing their approach to safeguards. Several initiatives have developed guidance and provided technical advice to support these efforts, including Conservation
International (CI)/Climate, Community & Biodiversity Alliance (CCBA) REDD+ Social and Environmental Standards (REDD+ SES) Initiative, the UN-REDD Programme
, World Resources Institute, the Forest Carbon Partnership Facility (FCPF), Climate Law & Policy and the Netherlands Development Organization. These groups collaborated in 2012 to develop a conceptual framework for a Country Safeguards Approach (CSA) that has been further developed and used in slightly different formats by each initiative. In general, the country safeguards approach involves, among other elements
- the country’s legal framework of policies, laws and regulations (PLR);
- an institutional framework defining the roles, responsibilities and procedures of the
different entities; - feedback and grievance redress mechanisms to enable stakeholders to make
complaints and seek redress related to safeguards; and - a safeguards information system (SIS) to provide information on how safeguards are
addressed and respected.
